Chief William A. McGarry

Chief William A. McGarry has been Chief
of the Smithfield Police Department since June of 1996. He retired from
the RI State Police as a Division Staff Inspector. During his time of
service, he served as a Commandant of the State Police Training Academy
and National Accreditation Manager. He possesses Bachelor Degrees in
Business Administration and Criminal Justice from Bryant College and a
Masters Degree in Public Administration from the University of Rhode
Island. During his time off, he enjoys jogging, gardening and spending
time with his family.

Deputy Chief Richard P. St.Sauveur
Deputy
Chief of Police

Deputy Chief Richard P. St.Sauveur, Jr. was appointed as a
full-time police officer on July 1, 1988, and graduated 2nd
out of 39 in his class from the Rhode Island Municipal Police Academy
that same year. He graduated Cum Laude with a Bachelors Degree in
Criminal Justice, and as a member of Psi Chi (National Honor Society in
Psychology), from Westfield State College. He also holds a Masters
Degree in Administration of Justice from Salve Regina University. He
graduated from Mt. St. Charles Academy, where he was an honor roll
student and played for two championship high school hockey teams.
Prior to his promotion to Deputy Chief in 2004, he served as
the Uniform Commander, Third Shift Patrol Commander, Accreditation
Manager and Field Training Officer. Deputy Chief St.Sauveur is certified
by the Commission on Accreditation for Law Enforcement Agencies, Inc.
(CALEA) to assess law enforcement agencies throughout the country in
their attempts to attain accredited status.
As the Department’s second highest ranking officer, he serves
as the Internal Affairs Officer and officer-in-charge of the Collision
Review Board and Commendations & Awards Committee. He has been a member
of the Department’s Planning Committee for the past six years and has
played a significant role in coordinating various capital improvement
program (CIP) projects at police headquarters.
During his time off, he likes to spend time with his family
and friends. He loves sports and is a dedicated Bruins, Patriots and Red
Sox fan.

Captain Robert M. Eaton, Jr.

Captain Robert M. Eaton, Jr. was
appointed as a full-time police officer on June 5, 1990, after
graduating from the RI Municipal Police Academy. He has served in both
the Patrol and Detective Divisions and is currently the Patrol Division
Commander. Capt. Eaton has been the Department’s Tactical
and Training Officer since 1994. He possesses a Bachelor of Science
degree in the Administration of Criminal Justice from Roger Williams
University. He is a graduate of the University of Rhode Island’s BCI and
Bryant College’s Law Enforcement Leadership Development Programs. He has
been specially trained in Homicide Investigation and Responses to
Terrorism. Capt. Eaton is the Co-Director of the Special Olympics Rhode
Island’s Law Enforcement Torch Run, and a member of the Department’s
Color Guard. He enjoys volunteering his time to the community and
spending time with his family.

Capt. Robert W. VanNieuwenhuyze

Capt. Robert W. VanNieuwenhuyze was
appointed as a full-time police officer on September 14, 1992, after
graduating first in his class for the Rhode Island Municipal Police
Academy. He received a Bachelors Degree in Justice Studies from Rhode
Island College in 1991, and later a Masters Degree in Administration of
Justice from Salve Regina University. During his career, Capt.
VanNieuwenhuyze has served in both the Patrol and Detective Divisions,
accepting various specialized assignments. He recently served as the
Accreditation Manager, overseeing the department’s compliance with
nationally recognized standards of excellence as set forth by the
Commission on Accreditation for Law Enforcement Agencies (CALEA). The
department was reaccredited in March of 2004. Capt. VanNieuwenhuyze has
also served the Commander of the First Shift, in the Patrol
Division.
He currently serves as the detective
commander, prosecution officer, senior property control officer and
public information officer.
When off duty, he enjoys spending time with his wife,
children, family and friends. His other interests include hiking,
camping and old cars.

Captain Robert J. Beaudry

Capt.
Robert J. Beaudry began his
career in law enforcement when he was appointed as a reserve officer in
l987. In 1989, he was appointed as a full-time police officer, after
graduating from the RI Municipal Police Academy. He worked in the Patrol
Division for 2 ½ years before being transferred into the Detective
Division where he remained until he was promoted to Sergeant in 1998.
During this time, he attended Roger Williams University and graduated
with a Bachelor of Science Degree in Criminal Justice in May of 2000. He
also served as the Department’s Operations Officer in charge of
traffic-related matters, firearm training issues and fleet operations.
He also served as a Lieutenant in charge of the third shift.
He currently serves
as the department’s accreditation manager and is preparing the
department for its second re-accreditation with the commission on
accreditation for law enforcement agencies.
Capt. Beaudry enjoys home improvement projects, such as: landscape
construction, building and remodeling, along with enjoying home time
with his wife and pets. |

Kenneth A. Brown, Jr.

Lieutenant
Kenneth A. Brown, Jr. was
appointed as a full-time police officer on June 5, 1990, after
completing the RI Municipal Police Academy. He served in the Patrol
Division for eight years and received several departmental commendations
for outstanding police work, one of which was for the apprehension of a
suspect featured on the television series “America’s Most Wanted.” In
1998, he was transferred into the Detective Division where his
responsibilities included investigating all facets of criminal activity.
In January of 2002, he was promoted to the rank of Sergeant, transferred
into the Patrol Division, where he served for several months as the
Assistant Commander on the second shift. In July of this year, he was
transferred back into the Detective Division. In July of 2004 he was
promoted to the rank of Lieutenant and serves as the second shift
commander. In his spare
time, he enjoys all types of sports, especially softball and bowling. He
also enjoys spending quality time with his family and friends.

Lieutenant Alberto M. Fetta

Lieutenant Alberto M. Fetta is a life-long resident of
Smithfield and worked as a reserve officer before being appointed as a
full-time police officer on August 20, 1991. He is a 1985 graduate of
Smithfield High School and possesses an Associate of Science Degree in
Criminal Justice from Roger Williams University. Lieutenant Fetta also
served three years as a military police supervisor at Fort Riley,
Kansas, and was selected to attend West Point Military Academy.
Additionally, he was awarded Distinguished Graduate of both his Military
Police Training Academy and advanced individual training course. He was
promoted to the rank of Sergeant after serving only eighteen months in
the United States Army.
He is a recipient of the Medal of Valor, the
Department’s highest award for bravery, for his efforts during the
arrest of a suspect with a handgun in 1995.
Prior to his promotion to Lieutenant, he was one of
the Department’s Crisis Negotiators and has attended several courses of
instruction provided by the FBI and the U.S. Secret Service. In
addition, he is currently the senior member of the Department’s VIP
Security Team. He also serves as a member of the Department’s Collision
Review Board and Planning Committee.
As First Shift Commander, Lieutenant Fetta has the
responsibility of managing several department programs to include alarm
reduction, parking enforcement and house checks. He is also the
officer-in-charge of the Department’s Off-Road Enforcement Program.
In his spare time, Lieutenant Fetta enjoys spending
time with his family, walking his pit-bull, Jake, and jogging.
Lieutenant Fetta is currently assigned as Commander of
the first shift.

Det. Lieutenant Michael C. Rheaume

Detective Lieutenant Michael C. Rheaume was
appointed as a full-time police officer on January 8, 1991, after
graduating from the RI Municipal Police Academy. He served in the Patrol
Division for nine years and, in 1999, he was transferred into the
Detective Division. In July of 2002, he was promoted to the rank of
Sergeant, transferred to the Patrol Division. He currently serves
in the Detective Division. Lt. Rheaume has
received extensive training in forensic and homicide investigative
techniques, and also served as an instructor in the Citizens’ Police
Academy and Law Enforcement Explorers Program. He currently serves as
one of our four accident reconstruction specialists and is one of the
department’s most experienced investigators. While off duty, Lieutenant Rheaume enjoys gardening and woodworking activities. He also enjoys
spending time with his wife, friends, and reading about military
history.

Lieutenant Michael J. Mousseau
3rd Shift Commander

Lieutenant Michael J. Mousseau was
appointed as a full-time police officer in 1992, after graduating from
the RI Municipal Police Academy. He spent his first ten years as a
patrol officer and currently serves as the 3rd shift commander,
previously serving as the department’s Operations
Officer. He graduated from Smithfield High School in 1988. He received a
Bachelors Degree in the Administration of Justice from Roger Williams
University in 1993 and a Masters Degree in the Administration of Justice
from Salve Regina University in 1997. He has attended numerous
specialized training sessions. He successfully completed 240 hours of
extensive training in the science of accident reconstruction and
currently serves as one of our three accident reconstructionists. He is
a former Field Training Officer and also attended an advanced DWI
Detection School certifying him in standardized field sobriety training.
He volunteers for many programs sponsored by the department and the
community. He is a member of the Honor Guard, an instructor at the
Citizens’ Police Academy, serves as a guest lecturer at driver’s
education class, organized numerous blood drives and is proactive in
creating a harmonious relationship with the town’s youth, especially
middle and high school students.

Sergeant Dennis J. Paul

3rd Shift Commander
Sgt. Dennis J. Paul grew up in
Smithfield and graduated from Smithfield High School in 1983. He entered
the US Army and was stationed abroad during his military service.
Returning from the service, he was appointed as a full-time
police officer on January 8, 1992, and assigned to the Patrol Division.
He received a Bachelor of Science Degree in the Administration of
Justice from Roger Williams University in 2002. Sgt. Paul has
received extensive in-service training at the FBI Pistol Instructor’s
School and the Reid Interview and Interrogation School. He is also one
of the department’s Firearms Training Officers. When off duty, he enjoys
spending time with his family. His other interests include scuba diving,
woodworking and coaching youth sports.

Sergeant Julio F. Medeiros, III
Assistant
1st Shift Commander
Sergeant Medeiros was appointed as
a full-time police officer on February 21, 1988, after serving one year
with the Department of Corrections as a Correctional Officer. He holds
an Associate of Science Degree in Business Administration, a Bachelor of
Arts Degree in Administration of Justice, and a Master of Science Degree
in Administration of Justice. He grew up in Central Falls, RI where he
graduated from high school and attained the rank of Eagle Scout in the
Boy Scouts of America. He is active in all sports with particular
interest in outdoor sports of hunting and fishing. Sergeant Medeiros is a
Department Hostage/Critical Incident Negotiator and lectures numerous
organizations on how to effectively communicate during crisis
situations. He currently serves as the Assistant Commander of the
first shift.

Sergeant Gerald P. Pezzullo, Jr.
Traffic/Operations Sergeant
Sergeant Gerald P. Pezzullo, Jr.
was appointed as a full-time police officer on December 12, 1997. He
graduated from Johnston High School in 1993 and received a Bachelor of
Arts Degree in Criminal Justice and Sociology from Rhode Island College.
He received his Masters Degree in
Administration of Justice from Salve Regina University in 2003, and is
currently pursuing his PhD in Criminology & Justice Policy at
Northeastern University. Sergeant Pezzullo also served in the
United States Army Reserve for eight years and attended the U.S. Army
military intelligence school where he was trained as a
counterintelligence agent.
He provides instruction on
use of force at the police department, and teaches martial arts and
self-defense at a local karate studio. In his spare time, he enjoys
boxing, scuba diving, writing music and socializing with his family and
friends.

Sergeant Michael T. Smith
Assistant
2nd Shift Commander
Sergeant Smith was
sworn in as a full-time officer following his graduation from the Rhode
Island Municipal Police Academy on December 12th, 1997. He
was then assigned to the patrol division until 2003, when he was
transferred to the Detective Division. In 2004, Sergeant Smith returned
to the Patrol Division and was promoted to his current rank of sergeant
on January 23rd, 2006. He now serves as a patrol supervisor
on the second shift.
In May
of 2002, Sergeant Smith completed a 40-hour, physical fitness specialist
training program. The Smithfield Police Department, Rhode Island
Municipal Police academy, and neighboring law enforcement agencies have
relied heavily on his fitness expertise during police officer selection
processes and acceptance of those officers into the police academy. For
the past several years, Sergeant Smith has assisted police academy staff
with the physical fitness training portion of academy recruit classes.
Sergeant Smith graduated from Smithfield High School in 1993, and
received his Bachelor of Arts Degree in Administration of Justice from
Salve Regina University in 1997. He also received his Masters Degree in
Administration of Justice from Salve Regina University in 2005.
